Paris in January is a legitimate answer to the question of when to visit. The Louvre, Musée d'Orsay, and the Eiffel Tower are all operational. Queues are shorter than in summer. Hotel prices drop after the holiday period. The city's cafe culture is if anything better in winter, when everyone moves indoors and the atmosphere concentrates. It's not sunshine and terraces, but it's still Paris.
Weather
January temperatures range from 2°C to 8°C. Rain is frequent and can feel relentless on a grey week. Snow is possible but doesn't happen every year. A warm coat, layers, and a compact umbrella are the practical daily combination. The city is very walkable, but January requires planning for the cold.
Crowds and Prices
After the New Year period, January is quiet. The Louvre and Musée d'Orsay are less crowded than at any point in spring or summer. The Eiffel Tower lines are shorter. Hotel rates are lower, and the city's restaurants are serving a higher proportion of locals to tourists than in peak season. That's generally a better experience.
What's On
January is quiet for major events. Paris Fashion Week starts in late January. The winter sales (soldes d'hiver) begin in mid-January and run for several weeks, making the Marais and Saint-Germain shopping streets particularly active. Paris's theatre, opera, and concert calendar runs fully through winter.
One Thing to Watch
Some of the smaller café-restaurants in the Marais and Saint-Germain take a one or two week break in early January. The main institutions, the brasseries, and the bakeries remain open. Plan around the holiday break window if you're visiting in the first ten days.
