City-Specific Must-Haves
A compact waterproof jacket or rain layer belongs in your day bag on every outing. Tallinn's summer rain can arrive without much warning, and the old town's cobblestone surfaces become slippery when wet.
Light layers: a T-shirt or light shirt, a thin mid-layer (merino or cotton jumper), and the rain outer layer covers the full Tallinn summer temperature range. Evenings are consistently cooler than days, particularly if you are walking the old town walls or sitting in an outdoor courtyard.
Comfortable walking shoes with grip for Tallinn's medieval cobblestones throughout the old town. The streets here are some of the most authentically preserved in Europe and they are genuinely uneven. Smooth-soled footwear is a problem on damp stone.
Sunscreen for clear days. Tallinn's summer UV on open ground is moderate and the exposed city wall walks add up.
Smart casual for evenings. Tallinn has a surprisingly good restaurant and bar scene, concentrated in the old town and the Kalamaja neighbourhood. A clean, presentable outfit is appreciated.

Heavy formal clothing is unnecessary. Tallinn is smart casual and relaxed.
Do not skip the rain layer because the morning looked clear. Baltic weather is changeable and the cobblestones are more forgiving dry than wet.
