The city is genuinely cold and genuinely quiet, and for travellers willing to dress appropriately and embrace an indoor-outdoor itinerary, it delivers a level of atmosphere that most European cities cannot match in winter.

February averages -5C to 0C. This is real Baltic winter: snow is common and often persistent, temperatures can drop to -10C or below, and wind makes it feel colder still. Full winter gear is not optional: thermal layers, a heavy coat, gloves, hat, scarf, and waterproof insulated boots. The reward is the old town under snow, which is extraordinary.
Crowds and Prices
Very low season. The old town's Town Hall Square, Toompea Hill, and the city walls are entirely quiet. Flights from Helsinki, Stockholm, and major European cities are cheap. Hotels in the old town and the Kalamaja neighbourhood are at their lowest prices of the year. This is one of the most affordable winter city breaks in Europe by any measure.

Tallinn does not have a major February festival. The city's cultural calendar continues through winter: the Estonian National Opera, various gallery events, and the old town's restaurants and bars are all operational. The Kalamaja neighbourhood, with its wooden architecture and creative venues, is a good winter base.
One Thing to Watch
February daylight in Tallinn is limited: sunrise is around 8am and sunset by 5pm. Planning your outdoor sightseeing in the core daylight hours is worth doing consciously. The old town and Toompea are best in daylight for photos and general enjoyment. Evening walking on icy cobblestones is a different proposition and requires care.
