Liverpool in summer is a city at its best: the waterfront comes alive, the outdoor dining culture makes the most of every warm day, and the music and culture scene runs year-round with summer festivals adding to it. June through August brings temperatures in the 16 to 21 degree Celsius range, which is pleasant for walking but unlikely to be called hot by any Mediterranean standard. Liverpool's northwest England position means the weather arrives from the Irish Sea and the Atlantic, which keeps summers mild but rarely reliably dry.
